Canton to vote on budget, may increase water rate

The Canton City Council on Thursday will vote on its proposed budget, which may require a water rate increase.

The meeting is at 6 p.m. at Canton City Hall.

The proposed budget, which begins in October, calls for $31.7 million in expenditures, with $30.4 million in revenues. The $1.3 million shortfall is because of debt repayment in the water and sewer fund.

The draft budget is up from the current budget of $26.7 million, and was based on the current millage rate of 6.8 mills.

While the bulk of the $1.3 million shortfall will be covered by reserves, the council is considering a water rate increase to make up the difference and rebuild the contingency fund.

The council will also consider the following agenda items:

* Wanda Roach, chairwoman of the Downtown Development Authority, will give an update on the board's recommendations including on how to improve downtown parking;

* Approval of a proclamation declaring Fellowship of Christian Athletes Day and a presentation by Brandon Roberts;

* Canton Main Street Director Ginger Garrard will give a presentation on the program's accomplishments;

* Approval of a request for a beer and wine package license for Walgreens at 120 Marietta Highway;

* Approval of the June financial report;

* Approval of agreements with Bank of North Georgia;

* Approval of a purchase and installation agreement with Tyler Technologies for Incode financial software;

* Approval of a contract for Highway 5 improvements;

* Approval of a contract with Government Tax Solutions for the collection of delinquent property taxes. All costs of the contract are charged to the property owner by the city and then forwarded to the company;

* Approval of a fee waiver for the Cherokee County Board of Commissioners;

* Approval of a zoning ordinance amendment related to public hearings;

* Approval of a zoning ordinance amendment related to personal care homes;

* Approval of a conditional use permit for City Church to use the former Wachovia bank at 200 North St. The Canton Planning Commission recommended approval;

* Approval of appointments to a stakeholders committee;

* Approval of an increase in building permit fees;

* Approval of an increase in plan review fees;

* Approval of the annual restatement of the 457(b) Deferred Compensation Plan;

* Review of a possible consent order for the Waste Water Treatment Plant;

* Hear an update on the 241 East Killian Sanitary Sewer Project;

* Councilman John Beresford will talk about a resolution addressing identification of homeowner's associations wishing to have their private streets considered for city dedication;

* Councilwoman Pat Tanner will talk about a charter amendment related to protocol for elected officials;

* Mayor Gene Hobgood will appoint Joel Green to the Storm Water Advisory Committee;

* Hobgood will talk about agenda amendment protocol and council decorum; and

* Meet in executive session to talk about pending litigation.

Why has the historical Marietta Road been completely

ignored. Four years ago the State DOT and the city

promised to do improvements including sidewalks, lights, curbs etc. Instead all these improvements

were made to barely used roads such as Sunset Road.

Marietta Road is now one of the busiest roads in

Canton. It resembles a freeway and so many people

on the way to downtown, etc., use this road.

It should be a beautiful entrance to our city. If

improvements were made, the houses would stop being used for rentals and buyers would come. This area has the possibility of becoming a lovely historical part of the city like so many in

Atlanta.
