Mayor Gene Hobgood during Thursday night's council meeting appointed members to the City Government Study Committee.
The committee, he said, will review Canton's charter and compare it with charters from other cities. The committee will determine what, if any, updates need to be made to the charter and make recommendations to the council.
The committee includes Jeannie Adams, Andy Bonner, Mandi Ballinger, Barry Bishop, Mike Chapman, Carole Day, Pat Gold, Bill Grant, Richard Kemp, Nell Magruder, Jerry Merritt, Mark Robillard, Stan Rogers, John Rust and Norm Semple.
Councilwoman Pat Tanner, who previously has questioned the necessity of the group, during the meeting about whether the mayor could make this committee.
City Attorney Bobby Dyer said it was within the mayor's powers to create the group.
The council on Thursday night also considered the following agenda items:
* Presented a proclamation declaring Fellowship of Christian Athletes Day on Oct. 13 to Brandon Roberts;
* Canton Main Street Director Ginger Garrard gave a presentation on the Main Street program's mission and initiatives including banners for downtown;
* Approved a request for a beer and wine package license for Walgreens at 120 Marietta Highway;
* Approved the June financial report;
* Approved agreements with Bank of North Georgia to consolidate the city's banking services;
* Approved a purchase and installation agreement with Tyler Technologies for Incode financial software;
* Approved a $445,00 contract with North Cherokee Electrical for signalization improvements on Riverstone Parkway/Highway 5 at Waleska Street, Juniper Street and Ball Ground Highway;
* Approved a contract with Government Tax Solutions for the collection of delinquent property taxes. All costs of the contract are charged to the property owner by the city and then forwarded to the company;
* Approved the waiver of fees for the Cherokee County Board of Commissioners for the conversion of the Children's Stabilization and Assessment Center on Brown Industrial Parkway into the Anna Crawford Children's Center;
* Approved a zoning ordinance amendment related to public hearings to eliminate the need for a quorum of council members at a Canton Planning and Zoning Commission meeting;
* Approved a zoning ordinance amendment related to the definition of personal care homes;
* Approved a conditional use permit for City Church to use the former Wachovia bank at 200 North St.;
* Approved an agreement with the Cherokee County Board of Commissioners to support the SPLOST renewal referendum being placed on the November general election ballot;
* Made appointments to a stakeholders committee to help develop a unified development code. The appointments were Camilla Callis, Steve Dur, Quentin Eggleston, Jeff Owens, and Mark Robillard, Stan Rogers, John Rust, Norm Semple and Ellis Weatherford;
* Approved an increase in building permit fees;
* Approved an increase in plan review fees;
* Approved the annual restatement of the 457(b) Deferred Compensation Plan;
* Talked about a pending consent order from the Environmental Protection Division that will require improvements to the city's Waste Water Treatment Plant. A request for qualifications is being advertised by the council for firms to review the water system and recommend what repairs are needed;
* Heard an update on the 241 East Killian Sanitary Sewer Project. Bids for the project will be reviewed at the Sept. 2 work session;
* Councilman John Beresford tabled consideration of a resolution addressing identification of homeowner's associations wishing to have their private streets considered for city dedication;
* A charter amendment related to protocol for elected officials proposed by Councilwoman Pat Tanner was defeated 3-4, with Councilmen John Beresford, Bill Bryan and Jack Goodwin opposed. Mayor Gene Hobgood cast the tie-breaking vote against the amendment. The amendment would have required council members to communicate issues to the city manager and not to individual employees;
* Hobgood appointed Joel Green to the Storm Water Advisory Committee; and
? Hobgood talked about decorum by council members during meetings.
* Met in executive session to talk about pending litigation. No action was taken upon returning to open session.
