The Canton City Council at its work session Thursday night talked about creating wireless Internet "hot spots" throughout the city.

The WiFi zones would be chosen based on what would best benefit the police department, as they could use the service to file police reports and access databases using laptop computers in patrol cars.

The council at its June work session will talk again about starting a trial WiFi service.

The council on Thursday also talked about the process for making appointments to its comprehensive plan update committee.

The Citizen Stakeholder Committee will advise the council as it updates the plan this summer, which includes a revised future land-use map, zoning guidelines and transportation plan.

The council talked about having council members appoint two members to the committee and the mayor making three appointments. The appointments likely will be made at the May 15 meeting.

The council also talked about advertising a request for qualifications for a consultant to aid city staff in the update, which will be considered May 15 as well.

The council reviewed the fiscal year 2007 comprehensive annual financial report. Edgar Land of Land and Associates said the city had a healthy report, but did mention some concern over the city's long-term debt. Mayor Gene Hobgood has extended a contract to consultant Robert Morrison to hire him to review the city's debt obligation.

The council talked about a joint city-county government emergency management agreement, which will be considered May 15, as will a contract with Doulgerakis Consulting Engineers Inc. to provide grading services for the planned new fire station at Laurel Canyon.

Plans to make Crisler Street temporarily one-way were discussed, as was a recommendation to put a stop sign at the intersection of Great Sky Parkway and Starlight Climb. One resident spoke to the council about Crisler Street and her concern making it one-way would not remedy safety problems. Both proposals will be considered May 15.

The council reviewed sewer main replacement bids on Dr. John Pettit Street and asked for more estimates for a sewer main replacement on Juniper Street. The council also talked about rebuilding a high-service water pump at the Bobby E. Bishop Water Plant for $21,690, which will be considered on May 15, as will phone service upgrades for city government offices at a cost of about $14,010.

A policy for issuance of permits for roofers was reviewed, as was a $60,000 invoice from Laurel Canyon LLC for improvements to the clubhouse kitchen, which council members said they did not authorize. Both issues will be considered May 15.

Plans for a Playful City USA street painting festival on Sept. 20 were reviewed, as was a Wednesday's Child event in Woodstock the city of Canton participated in this week.

The council tabled talks about a Connect City system and posting the citizen survey for the comprehensive plan update in Spanish, so both issues could be reviewed in committee meetings.

Martha Reimann, a community development specialist with the Georgia Department of Community Affairs, spoke to the council about the agency's Main Street Program. The program helps downtowns become more economically viable.
