CANTON — Recommendations presented by the grand jury on the county’s handling of Ball Ground Recycling will be discussed by the Cherokee County Board of Commissioners during its meeting on Tuesday.

The meeting will begin at 6 p.m. at the county administration building after a 3 p.m. work session.

The grand jury recommended several actions, most notably encouraging a “full and complete audit” on the financial operations associated with Ball Ground Recycling and the Resource Recovery Development Authority concerning the issuance of the bonds, which were used to move Ball Ground Recycling off county-owned property on Blalock Road to a site off Highway 5 in Ball Ground.

County Commission Chairman Buzz Ahrens, who last week stated he planned to discuss the matter during the meeting, said most of the recommendations were already under way, adding the county had a “recent appraisal of the property and equipment which we are utilizing in discussions with potential operators.”

The county created the RRDA, comprised of the five county commissioners, in 2006 and approved the bond rate for a maximum of $18.1 million in bonds. The bonds were used to relocate Jimmy Bobo’s company from its former location on Blalock Road near Holly Springs to its site on Highway 5 just south of Ball Ground.

Ball Ground Recycling later filed for Chapter 11 bankruptcy in late May and Bobo was eventually forced to vacate the property.

The county has filed a motion for discovery in bankruptcy court, which asks Bobo to produce documents relating to the construction, financing and development of Ball Ground Recycling. Ahrens added he hopes the motion will “provide access to information previously not available.”

The county is also expected to discuss the city of Canton’s projects that are slated to be funded by the county’s parks bond revenue.

Commissioner Harry Johnston said he plans to present a budget breakdown of the proposal, which would include building a passive Etowah River Park and four baseball fields on a site adjacent to Kenny Askew Park on Univeter Road. Johnston said he plans to confirm the actual cost of both projects.

Other items on the agenda include:

n Announcing East Rope Mill Road will be closed at its intersection with Holly Springs Parkway and at Rope Mill Parkway between 7:30 a.m. Tuesday and 5:30 p.m. Sept. 14 for road reconstruction;

n Electronics Recycling Day will be 9 a.m. to 1 p.m. Oct. 13 at the county administration building;

n A drive-by flu shot clinic will be 7:30 a.m. to 6 p.m. Sept. 11 at the Woodstock Health Department;

n Discussing details and planning for the Nov. 6 referendum to impose a Homestead Option Sales Tax;

n Consider approval of a budget amendment in the amount of $3,000 for the district attorney’s office to pay for training;

n Consider approval of a budget amendment for CATS Fixed Route fiscal year 2012 in the amount of $19,467 for additional fuel allocations;

n Consider approval to continuation application for STOP VAWA Criminal Justice System Improvement Grant for federal award amount of $80,000 for 2013;

n Consider approval to award a trucking services contract to low bidder Johnny Chastain Construction of Ball Ground in the amount of $52.50 per hour per truck;

n Consider approval of Supplemental Agreement Number 1 from NJ Wilbanks Contracting Co. Inc. for the additional costs in the amount of $155,760.79 associated with phase two of the Commerce Boulevard bridge construction project, which will be paid for by Northside Hospital-Cherokee;

n Consider approval of FY 2013 state Department of Transportation contract in the amount of $540,045 for operating expenses associated with the CATS 5311 Rural Public Transportation;

n Consider approval of a budget amendment in the amount of $23,507 to accept a Hazard Mitigation Grant for Cherokee County Emergency Management, which would be used to purchase and distribute 500 weather radios;

n Consider approval to award three separate professional services agreement to provide master planning, design and engineering for the following parks: ForeSite Group in the amount of $110,780 for Holly Springs Park; Ross Consulting Engineers in the amount of $183,950 for Cherokee Mills and Other Park Renovations; and Lose & Associates in the amount of $271,165 for Hobgood Park Phase 2/Next and other Park Renovations;

n Consider approval to award property, casualty and liability insurance contract to One Beacon, through Insurance Office of America, or IOA, for premium amount of $673,439;

n Consider acceptance State Properties Commission proposal to pay $700,000 toward the cost of the law enforcement shoot house and firing range;

n Consider approval to accept the Bureau of Justice, or BJA, Grant three-year award for grant cycle Oct. 1 to Sept. 30, 2015, for a total amount of $350,000;

n Consider approval for a grant application request funding from Georgia Criminal Justice Coordinating Council/Accountability Court Funding Committee FY 2013 in the amount of $200,000 to support implementing an adult drug court for Cherokee County Superior Court;

n Consider accepting proposals and approving contracts for Cherokee Youth Basketball, or CYB, with Cherokee County Officials Association, or CCOA, and North Georgia Amateur Umpire Association, or NGAUA, for a total amount not to exceed $127,200 each for the upcoming CYB League.

n Consider accepting proposals and approving contracts for lowest responsible bidder Chandler Graphics for uniforms for the upcoming Cherokee Youth Basketball Season for a unit cost of $23.38 per uniform of jersey, shorts and screen printing;

n Consider approval of a budget amendment to correct 2012 budget for unforeseen costs and transfers to budgets from originally planned items in the total amount of $1.08 million; and

n Consider approval to replace a John Deere skid-steer loader for Roads & Bridges Department from Flint Equipment Company in the amount of $32,988.70 plus a 60-month powertrain and hydraulics warranty in the amount $2,037.00 for a total amount of $35,025.70.
