Council looks at election change

HOLLY SPRINGS — The Holly Springs City Council will discuss changing the city’s elections at a Monday meeting scheduled for 7 p.m.

City manager Rob Logan said city council members will discuss the possibility of creating geographic wards for council seats.

“Right now the seats are at-large, so they don’t have to live in a certain geographical area,” Logan said.

If the city council decides to proceed with the change, legislators will need to introduce local legislation, which will need to pass through the state legislature for the changes to go into effect.

The council will also see a conceptual plan for the redevelopment of downtown Holly Springs. Dave Schmit with Macauley Schmit LLC, the firm the city has entered into an option contract with for the redevelopment, will present the concept plan.

The plan will focus on the area at the intersection of Hickory Road and Palm Street, Logan said.

At the 7 p.m. work session, the city council will hear public comment from the Volunteer Aging Council and will discuss:

n An application for a conditional use permit for an auto repair/used auto sales business on Holly Springs Parkway;

n Proposed amendments to the stormwater utility ordinance and service fee credit manual;

n A conceptual plan for Hickory Road Park;

n An addendum to the memorandum of agreement with the Systematic Alien Verification for Entitlements (SAVE) program;

The appointment of various board and commission members;

Employment agreements with City Manager Rob Logan and Police Chief Ken Ball;

The appointment of David Jolley to the Downtown Development Authority;

The appointment of the municipal prosecuting attorney and assistant prosecuting attorney;

The city’s property tax and court software agreement with SureCourt LLC;

A release and agreement with Cherokee County;

2012 budget amendments; and

A three-year personal property auction contract with Jeff Dobson & Associates.

An executive session for the discussion of real estate is scheduled, as is a vote to approve or deny the purchase of real estate during a special called meeting immediately following the 7 p.m. work session.

In the called meeting, the city council is expected to vote on the conditional use permit discussed during the work session, as well as the downtown redevelopment concept plan, the SAVE agreement, a resolution requesting local legislation regarding geographic wards, the release and agreement with Cherokee County and 2012 budget amendments.
