The meeting will begin at 7 p.m. with a public hearing on the millage rate at Holly Springs City Hall, located at 3235 Holly Springs Parkway. The public hearing will be immediately followed by the council’s regular meeting.
Officials are looking at setting the millage rate for the 2012 tax digest at 6.055 mills, which they say would be revenue-neutral.
Mayor Timothy Downing said the city is looking at the prospect of a $150,000 general fund shortfall as a result of declining property tax revenue, if the measure is not passed, which might happen as soon as Monday.
“If we don’t pass this increase then we would have to consider furloughs or eliminating positions,” Downingsaid.
Since 2009, the city has increased the millage rate and also cut more than $500,000 from its annual budget, Downing said.
“We have not turned the property tax losses in the city back toward the taxpayer, not the entire amount,” he said. “The only thing we’ve done is maintain our same level of property tax funding.”
Holly Springs operates on a calendar year that starts in January.
Last November, council members approved a 2012 budget totaling $6.2 million, up from $5.1 million. The budget was based on the city’s current millage rate of 5.469. A mill is $1 for every $1,000 of assessed value.
Presently, an owner of a $200,000 house pays about $437 a year in city property taxes. But with a millage rate of 6.055, an owner of a home accessed at $200,000 would pay roughly $484.
Monday’s meeting will also include a special presentation by Cherokee County Board of Commission Chairman Buzz Ahrens on the Homestead Option Sales Tax or HOST.
The proposed sales tax – which is designed to reduce homeowner property taxes – will be on the Nov. 6 general election ballot for local voters to consider.
Ahrens said this week that he has reached out to all of the cities in Cherokee to discuss HOST. In addition, a panel discussion about the tax is scheduled at 8 a.m. Tuesday at the Northside-Cherokee Conference Center, 1130 Bluffs Parkway, Canton.

*Approve/deny an ordinance (TA-03-12) to amend Article 5 – District Uses and Regulations, Section 5.2 – Official Zoning Districts and Uses, and Section 5.4-31 – Motel, Hotels, and Extended Stay Facilities of the City of Holly Springs Zoning Ordinance.
