Holly Springs votes to purchase land tract

HOLLY SPRINGS — The Holly Springs City Council last week voted to purchase a tract of land measuring less than an acre at 93 Palm St.

The land, costing $275,000, is planned to be used as part of the city’s development plans for a new town center and downtown area. The city already owns parcels surrounding the property, according to Holly Springs City Manager Rob Logan.

The surrounding properties were purchased in 2007 and 2008, Logan said. A small house on the tract of land will not be used by the city.

The geographic center of the new town center district is at the intersection of Hickory Road, Holly Street and Holly Springs Parkway.

At last week’s meeting, the City Council saw a concept plan for the planned new downtown area, but council members tabled a vote about accepting it. David Schmit, of the firm Macauley Schmit, presented the proposal during the meeting.

The concept plan Schmit presented includes single-family and rental residences, commercial space and office space.

The proposed concept includes 32,000 feet of retail and restaurant space, including a 12,000-square-foot anchor space.

Schmit said the concept is designed to attract millennials and senior citizens.

“Among millennials and seniors, that development type is strongly supported in the market,” he said.

A new City Hall and park are planned as the “centerpiece” of the development in the concept.

Council member Michael Zenchuk expressed concerns about the amount of rental property in the development.

“This is the first conversation we’ve really had,” he said. “My vision is a little less rental, a little more retail. I like the senior living. I do think, with the amount of rental property, there may be more conversation about that.”

Schmit said CVS Pharmacy has expressed interest in occupying retail space in the development.

Council member Kyle Whitaker said he would like to see a development that draws people in beyond the anchor store.

“One of the things I would like to see is that people feel a reason not just to go to CVS, but go wander and look,” he said.

Schmit said the city should be prepared for local shopping to develop slowly.

Zenchuk questioned the amount of parking shown in plans for the development.

Council Member Karen Barnett said a large amount of parking could be necessary at peak times.

“We had mentioned that we wanted walkability. We need parking for concerts and events,” she said.

Construction on the new downtown area is anticipated to begin in about a year, Logan said.
