What is a ‘revenue-neutral’ tax increase?

DEAR EDITOR:

I just read that our BOC is considering a “revenue-neutral” millage rate increase.

If my old tax bill (County) was $200 five years ago, and my current tax bill is now $100, if they raise my tax bill tomorrow to $200 — is that a tax increase to me or not?

If not, then if Congress lets the Bush tax cuts expire is that “revenue-neutral”? If we go back to the 1980 tax rates (individual and Corporate,) is that “revenue neutral”?

But then someone has to pay for Bobo.
