WOODSTOCK — A public hearing to consider setting the 2012 millage rate will be conducted before the Woodstock City Council work session Monday.

The hearing will begin at 6:30 p.m. at the Chambers at City Center. The work session will begin at 7 p.m.

City staff recommends the city increase its millage rate from 7.292 to 7.885, which would be considered revenue neutral. The rate is considered revenue neutral because most taxpayers saw their property values decrease by the same percentage as the rate increase.

State revenue rollback calculation allows the city to raise its rate to any point below the revenue neutral rate to be recognized as a revenue tax decrease.

Another public hearing will be at 7 p.m. Aug. 27.

The council will also review possible redistricting city wards after 2010 U.S. Census results.

Mayor Donnie Henriques will recognize Woodstock High School student Hunter Pooser for becoming a national power-lifting champion.

Other items on the agenda include:

* A presentation from Lifewell on employee benefits;

* Woodstock town center design charette;

* An announcement that the city’s website design is now complete;

* Possible outsourcing of help desk duties from Information Technology department;

* Discuss Dupree Park;

* Review the city’s transportation plan; and

* Review the Americans with Disabilities Act plan.
