NELSON — The Nelson City Council is expected to discuss possible charter changes during its meeting on Tuesday.

The meeting will begin at 7 p.m. at Nelson City Hall. The meeting had been rescheduled from Monday because of the Labor Day holiday.

Councilwoman Edith Portillo is expected to discuss retaining the strong council/weak mayor form of government, which was implemented in 2010. Portillo said she will also discuss a proposal to name City Clerk Brandy Edwards the city manager.

“I think it would be a good thing for the city of Nelson,” she said.

Nelson’s charter was changed by the City Council in 2010 after it discovered former mayor David Leister allegedly fired an employee without notifying the council. The change removed powers granted to the mayor with regard to hiring, firing and overseeing employees. Those powers were turned over to the council.

It also amended the code of ordinances to strike the mayor’s authority to change, cancel, reschedule or move a regular meeting to a new location.

Before 2010, the city’s charter had established a strong mayor/weak council form of government. The mayor served as the chief executive officer of the city and had oversight for city operations and personnel.

Other items on the agenda include:

* Consider approval to purchase a new police car;

* Consider approval to donate the police department’s Hummer to the Jasper Police Department;

* Consider approval to solicit bids to evaluate the city’s children’s park;

* Consider approval to replace Councilman Jonathan Bishop with Portillo on the personnel committee;

* Consider approval to surplus the 1978 Ford Tractor with backhoe attachment; and

* Consider approval to purchase a ToolCat 5600 F-series from Special Purpose Local Option Sales Tax III funds not to exceed $75,500.
