For the second time this year, the Cherokee Sheriff’s Office has made an arrest on public indecency charges in the parking lot of a Hickory Flat grocery store after a report a man was seen sexually touching himself in a car.

A resident called 911 about 8:40 p.m. Thursday, and “reported a man was masturbating in his vehicle” outside Kroger, said Lt. Jay Baker, spokesman for the Sheriff’s Office.

Police identified the suspect as James Blake Worley, 24, of Canton.

The suspect was gone by the time deputies arrived, but the witness gave a description and had written down the suspect’s tag number, Baker said.

The deputies went to the address registered with the tag and met Worley.

They found “enough evidence to charge Worley with public indecency,” Baker said.

The spokesman said he could only give so much detail about what the evidence was.

“However, I can tell you his tag matched the number given by the victim, and he was dressed exactly as the victim described him to the 911 dispatcher,” Baker said. “Any additional evidence will be revealed in a courtroom.”

In March, another man, Paul Lamar Phillips, 59, also of Canton, was arrested after a similar incident in the parking lot of the store at 6766 Hickory Flat Highway, police also said.

Baker said it “appears to be a complete coincidence,” both arrests happened at the same grocery store.

Thursday’s arrest wasn’t Worley’s first. He has previously been in the Cherokee County Adult Detention Center on charges of DUI, theft by taking, reckless conduct, missing court, probation violation and traffic offenses, Baker said.

Worley was released Friday morning on $1,500 bond.
