Ball Ground council to lower tax rate, consider sign ordinance amendment

The Ball Ground City Council plans to roll back the city’s millage rate from 6 to 5.375 mills, or a 4.4 percent reduction, officials said.

The council approved a $1.89 million 2014-15 budget at its last meeting in May, which called for a rolled back millage rate from 6 to 5.625 mills, to remain revenue neutral.

However, Ball Ground City Clerk Karen Jordan said Wednesday City Manager Eric Wilmarth planned to recommend the council set the millage rate at 5.375 mills, “representing a tax decrease of 4.4 percent.”

At the last meeting, Wilmarth explained the preliminary tax digest numbers showed increased revenues for the first time in years.

“Our decline has stopped. After five consecutive years of declines in property values, we’ve actually seen inflationary growth this year,” Wilmarth said.

The council members will also consider a proposed sign ordinance amendment that would limit temporary on-premise sign use to no more than eight weeks in any calendar year.

“Permits must be obtained from the city of Ball Ground for all temporary signs,” the addition to the ordinance reads. “No more than two temporary signs per business per parcel of property are permitted at any given time.”

The proposed addition to the ordinance pertains to “decorative flags, banners, balloons, bunting or stick in type signs for celebrations, commemorations, grand-opening events or other special events or special sales.”

When recognized by the council, the temporary signs will be permitted for a two-week period and “not to exceed two weeks in any four-week period,” the ordinance says, “or a total of eight weeks in any calendar year.”

The meeting tonight starts at 7 p.m. at Ball Ground City Hall.

Also at the meeting tonight, the council is set to:

• Vote on changes to the Parks Ordinance;

• Vote on the annexation petition of Sharp Mountain Baptist Church property;

• Consider annexation of the Harris Lumber Company property;

• Discuss fire tax rate and property tax rate;

• Consider a resolution for the city to collaborate with the Atlanta Regional Commission and the county to implement Lifelong Community Principle;

• Consider participation in Community Development Block Grant Entitlement; and

• Consider a quote for the resurfacing of Blackwell Street.
