The meeting is at 7 a.m. at the Woodstock City Hall Annex, with a reception at 6 p.m. to honor the returning city leaders.
Mayor Donnie Henriques and Councilman Bud Leonard were unopposed in their bids for re-election in November, and both Councilmen Randy Brewer and Bob Mueller defeated challengers.
All will be sworn in during the meeting by city Judge Diane Busch for four-year terms.
During Monday's meeting, the council will also appoint a mayor pro-tem for the year and approve standing council committee appointments. The mayor and returning council members will make their committee appointments as well.
The council also will consider the following agenda items:
* Jesse Caddell will speak about employer support for the National Guard and Reserve;
* A key to the city will be presented to local locksmiths for providing free services for children locked in vehicles;
* Northside-Hospital Cherokee will make a presentation for its 2009 Summer Concert Series Sponsorship;
* LGE Community Credit Union will make a presentation for its 2010 sponsorship;
* Hear the second reading and approval of the pawnbroker moratorium emergency extension;
* Approval of a Palo Alto Networks (FishNet Security) service contract extension;
* Approval of a renewal of Civic Plus Web hosting services;
* Approval of the purchase of laptop computers for the fire department;
* Approval of a Georgia Department of Transportation standard utility agreement for water facilities;
* Approval of a retail package malt beverages sales license for Chevron Food Mart at 9378 Highway 92;
* Hear the second reading and approval of fee schedule amendments;
* Hear the first reading of the land development ordinance codification. A public hearing is to be conducted on Jan. 25;
* Hear the first reading of Downtown Development Authority boundary changes;
* Approval of a Transportation Enhancement grant contract for the Little River pedestrian bridge;
* Approval of quit claim deeds for Dumpster parcel and right-of-way;
* Approval of a memorandum of understanding for the proposed Elm Street Cultural Arts Village;
* Approval of Federal Emergency Management Agency flood-related projects to be awarded as funds are available;
* Approval of revisions to DDA appointments; and
* Meet in executive session to review personnel, litigation and real estate issues.
