The address will be made during the Woodstock City Council's meeting that begins at 7 p.m. at the Woodstock City Hall Annex.
Also during the meeting, the council will consider a request to rezone four acres at 201 Rope Mill Road from downtown residential office to heavy industrial. The existing building on the site would be used for industrial office and/or warehouse space.
The Woodstock Planning Commission in December recommended denial of the request as the rezoning would be incompatible with the downtown master plan.
The council will also consider the following agenda items:
* Genevieve Georges will present a Black History Month update;
* The third reading and approval of an extension of an emergency ordinance to place a moratorium on issuing pawn broker licenses;
* The third reading and approval of fee schedule amendments, which makes two minor corrections to the Building Department's fee schedule;
* Conduct a public hearing and second reading of the land development ordinance codification;
* Conduct a public hearing and consider approval of the 2010 zoning map update;
* Approval of a request to close East Main Street for a private event;
* Review and determine whether the buildings at 136 Woodbury Court and 134 Woodbury Court are unfit structures;
* Review of revenue bonds issued by the Downtown Development Authority;
* Hear the first reading of revisions to the pawnbroker ordinance;
* Approval of the purchase of a grit separator for the Wastewater Treatment Plant;
* Review a drainage issue at 314 Justin Drive;
* Approval a change order for the contract with Mactec for the proposed Towne Lake Parkway and Arnold Mill Road widening;
* Approval of a master customer agreement with EnerGov Solutions LLC to provide development software;
* Approval of revisions to the Council Policy Manual regarding DDA appointments; and
* Hear an update on the Civic Plus Web Hosting program and consider approval of payment.
