Nelson to have special elections to replace deceased councilmen

The Nelson City Council will conduct special elections to fill two vacancies on the council in September.

The council on Thursday night voted to schedule a Sept. 21 election to fill the seats of the late councilmen, James "Jim" Ingram and Willie Pye.

Qualifying for both seats will be Aug. 9 through 11 at the Pickens County Elections Office, at 1266 East Church St. in Jasper. The qualifying fee is $25.

Ingram, whose term runs through Dec. 31, 2011 died on Thursday morning after a 13-month battle with cancer. Pye, whose term runs through Dec. 31, 2013, died from a heart attack in May after fighting a fire on the lawn of his home.

Also on Thursday, the council voted to begin the process to remove powers granted in the city code to the mayor with regards of hiring, firing and overseeing employees.

City Attorney Jeff Rusbridge was tasked with revising the relevant sections of the city code. The changes will be up for a council vote at 6:30 p.m. on Aug. 2 at Nelson City Hall.

The council on Thursday also appointed Lamar Kellet, Mike Haviland, Gary Cochran and Martha Tipton to the Planning and Zoning Board. The board will meet at 6:30 p.m. on Aug. 5.

Council members heard the first readings of revised flood and ethics ordinances. The flood ordinance was updated to comply with state standards, and the ethics ordinance was renewed so Nelson could retain its City of Ethics status from the Georgia Municipal Association.

The council voted to purchase for the police department an intoxilyzer for $419.99 from Law Enforcement Supply and a tint meter for $79.99 from Galls Supply.

The council talked about how paying employees overtime for then they are called in to perform specific duties, but no action was taken.

The council met in executive session to talk about a personnel matter, but took no action upon returning to open session.
